Defense Logistics Agency

FRG provided subject matter expertise consulting in Information Assurance & Security, Sun Solaris Systems Administration, Network Engineering, Oracle Database Administration, Business Analysis and the Help Desk areas of the Federal Agency as a sub-contractor to EDS DLA.

 

US Treasury – Federal Reserve

Currently provide project and resources support within the area of Security Engineering, Systems Administration and Project Management for various sites throughout the U.S. as a sub-contractor to HP. Assist EDS HP with the architectural, engineering, build/implementation, DBA new application integration and support services for TWAI.

 

Department of Defense – Joint Human Resource Systems

The purpose of this project with the agency is to provide Level 3 C# Application Programming to analyze, create, test and implement modifications and workflow in a Microsoft Dynamics CRM based application. Provide Software Development or Systems Development, Design, Configuration, Adaptation, Integration, Implementation and Installation for the Joint Dept of Defense commands stovepipe and disconnected personnel systems. Assist with replacing the systems with the JHRS system.

 

DIMHRS

The project entailed software engineering support within database systems, database architecture and systems analysis within the Program Executive Office- Enterprise Information Systems, and ADPD or developers facilities in Reston. Responsible for deployment across all three Army components (Active Army, Reserves and National Guard).

 

AHRS Operations

We provide support resources within Database Administration for maintaining and scaling mission critical databases for the agency. Assist leadership in determining tactical and strategic direction of the organization as it relates to emerging operational support.

 

AHRS Operations

We provides support for DTAS .Net application running on the Army SIPERNet utilizing DTAS is DOD’s enterprise-wide Secret Internet Protocol Router Network personnel tracking system. DTAS is both a client and server application to allow tactical units uninterrupted access to their data while still updating higher HQ when communications are available and a Web-enabled application for Theater/Command level personnel to manage units and analyze data.

 

VDEM – WEOC Project

We assisted with the enhancement of the Commonwealths emergency management application using ASP.NET, C# and SQL Server. We supported the application during disaster drills and classes after the completion of the project.

 

HP Medicaid – Project Management Support for Off Shore Applications Development

Served as the Project Manager and focal point for the off shore applications development for the MA Medicaid Project.

  

HP Medicaid Application and Systems Development

We have and continue to provide consulting services throughout EDS HP Medicaid for a number of years. This has involved the analysis, design, and development of State-wide billing systems for claims processing and third party transactional payments. All efforts have required being within the HIPPA guidelines and compliance. FRG continues to provide consulting in many other technical and functional areas within Medicaid, such as Quality Assurance, NPI, Business Analysis, Testing, Security, HIPPA Compliance, Database Administration, Systems Administration, Network Engineering, Business Process Management, Technical Writing and Training.

 

Dept of Social Services – Business Analysis

FRG provides consulting within Business and Information Technology revisions and enhancements to the Department of Social Services (DSS) Family Services Applications. FRG consultant manages the design, development and implementation of Family Services automated case management and information reporting systems for existing web applications and the reporting and data exchange systems. Additional tasks include analysis and automated testing for 120 local offices residing throughout the Commonwealth of Virginia.

 

Dept of Social Services – QA and Testing

FRG supported the DSS MAGI Project by providing Quality Assurance and Testing for the new system. The consultants reviewed business requirements, wrote and developed test scripts, provided traceability to business requirements, used the System Development Lifecycle Methodology for the entire project. Analyed and provided test case input/output for accuracy and assisted with the development of the web based application and software. Were responsible for the systems integration testing (SIT) and end user acceptance testing (UAT) through to the MMIS System (DMAS). The consultants used IBM Rational ClearQuest for the defect and metrics reporting tool to correct deficiencies. Ensured the testing was within or to compliance.

 

Virginia Employment Services

Currently assist the client with the establishment of an Enterprise Architecture while educating and training both management and the technical employees in Enterprise Architecture. Establish the Enterprise Architecture specifically in the areas of Data Architecture and Application Architecture. The process also encompasses mentoring management and employees in the established Architecture. Responsible for ensuring compliance reviews for third party vendors and products and ensure compliance with Architectural standards.

 

Virginia Enterprise Application Partnership

FRG is currently providing application development and design for a Web-based vendor management system that will impact the way the Commonwealth and agencies do business.

 

Virginia Dept of Health

Provided Oracle Database Administration services for the State Agencies mission critical programs impacting the citizens across the Commonwealth of VA. The Virginia Dept of health has hundreds of databases across the organization and we support several of the Programs administered by the agency to citizens of the Commonwealth of Virginia. This includes establishing processes and procedures for applications disaster recovery plan. Ensure the databases are working at optimization, up and functional at all times, and monitor the many applications.

 

Provided Business Analysis for an enterprise wide SharePoint implementation and roll out. The analyst conducted the assessment and gathered the requirements to be used to design the system for the State Agency. We made recommendations to effectively and efficiently leverage the SharePoint application as an internal repository and portal.

 

Department of Juvenile Justice

The Department of Juvenile Justice was in search of a highly dependable Project Manager with technical and soft skill alike. Directly report to the Chief Technology Officer, established ITIL and SDLC processes for MIS program/project management. Mentored associates in requirements gathering and communications. Infrastructure involvement in Voice over IP, CCTV and cable plant projects at state correction facilities. Project Manager for development of gang management, length of stay and serious incident .net applications, heavily involved in risk analysis and vendor assessment for replacement of the state-wide Juvenile Tracking application, which would entail a multi-million dollar effort spanning approximately 4-years.

 

Dept of Medical Assistance Services (DMA)

FRG served as the subcontractor to establishment of a Project Management Office for the EHHR/HIT MITA Program for the Commonwealth of Virginia:

 

The Project Office Function is considered the “arms and legs” of the HIT/MITA Program Management Office that drives HIT/MITA Program delivery. All Commonwealth of Virginia (COV) project management standards and guidelines will be required as well as the COV (VITA) PMD documentation which can be found at www.vita.virginia.gov.

 

The Project Office Function provides the following key functions in support of the HIT/MITA Program Management Office.

 

  • Governance: The Project Office Function’s governance provides decision support for project sponsors, decision makers, and stakeholders involved in the HIT/MITA Program. The documentation of governance decisions and the tracking of action items for future governance meetings will provide the administrative support needed for effective program-related decision making.

 

  • Performance Management: The Project Office Function integrates HIT/MITA project level status reporting and generate a HIT/MITA Program level status report for the HIT/MITA Program Management Office. The Project Office Function will investigate specific project performance issues and communicate early warning signs of a troubled project. The Project Office Function will also enforce consistent performance reporting guidelines so that each project reports project performance consistently.

 

  • Schedule Management: The Project Office Function identifies project level milestones and integrate them into an overall HIT/MITA Program level plan. The HIT/MITA Program level plan provides a summarized view of critical HIT/MITA Program milestones. Leveraging Microsoft Project Server 2010, the Project Office Function will integrate the detailed project schedules of the various HIT/MITA projects into a detailed HIT/MITA Program schedule. The Project Office Function monitors individual project schedule variances and recommend corrective action.

 

  • Financial Management: The Project Office Function will track the actual spend and forecast future costs of each HIT/MITA project, and report cost variances and adjust HIT/MITA Project and Program forecasts based on change control.

 

  • Risk, Issue and Scope Management: The Project Office Function will support the individual projects by identifying and evaluating risks, issues and change requests to the HIT/MITA Program. The Project Office Function will manage the specific reviews and document key decisions.

 

  • Resource Management: In support of the HIT/MITA Program’s resource management model the Project Office Function will manage the data collection and reporting process necessary to ensure the quality and reliability of the resource management plan.

 

  • Quality Management: The Project Office Function will support quality management across the various HIT/MITA projects by providing expertise in quality control, quality assurance, coordinating quality inspections, and process coaching. The Project Office Function will inspect project level deliverables and provide coaching to project teams requiring additional project management support.

 

  • Communications Management: The Project Office Function will create the overall HHR Project Office Function communication standards for projects to follow. The Project Office Function will also assist the HIT/MITA Program Director in developing necessary communications to program stakeholders.

 

  • Supplier Management: The Project Office Function will support Supplier management by monitoring the various Suppliers providing services to the HIT/MITA Program and notifying the HIT/MITA Program Director of Supplier performance issues.

 

Dept of Medical Assistance Services (DMAS)

FRG provided Analysis consulting services to the eHHR Program by supporting the Medicaid/CHIP Program Eligibility and Enrollment as well as MMIS systems and business processes. The Analyst were responsible for the objective and problems, to identify alternative solutions, perform studies and cost/benefit analysis of alternatives. Performed studies and cost/benefit analysis of programs and systems. Analyzed user requirements, procedures, and problems to automate processing to improve existing computer system: Interfaced with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be summarized, and formats for reports. Prepared detailed description of user needs, program functions, and steps required to develop or modify computer program. Reviewed computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system.

  • Studied existing information processing systems to evaluate effectiveness and develops new systems to improve production or specifications as required. Prepares specifications to detail operations to be performed by equipment and computer programs and operations to be performed by personnel in system. Conducts studies pertaining to development of new information systems to meet current and projected needs. Planned and prepared technical reports, memoranda, and instructional manuals as documentation of program development. Upgrades of system and corrects errors to maintain system after implementation. Assisted computer programming in resolution of work problems related to project specifications, or programming. Directed and coordinated work of others to develop, test, install, and modify programs.

Provided technical assistance and support for applications and hardware problems and for information sharing with external entities in a customer service environment. Provided field coordination and planning for the effective use of management information systems. Determine operational, technical, and support requirements for the location, installation, operation, and maintenance of various office equipment and systems. Prepared charts, diagrams, tables, and flowcharts. Details input and output record formats for computer programs. Assisted in formulating logical descriptions of problems and devising optimum solutions. Assisted in the design, development, and maintenance of various computer applications. Provided support and made recommendations for information technology systems processes associated with software technology planning, development, implementation, system security, and interfaces

 

Dept of Motor Vehicle

Oversee the daily administration of Avaya S8720 PBX Phone System for the Department of Motor Vehicles. Design, develop, implement, maintain, and enhance telecommunication networks, systems, and equipment. Provide detailed analysis on existing telecommunication networks and equipment and identify opportunities for improvement while maintaining maximum efficiency and availability for all telecommunication infrastructures. Provide high level escalation support of complex IP telephony and call center technologies and development of new and/or improved voice technologies. Perform programming operations for DMV Work Groups and Call-Centers including: adds, moves, changes, VDN’s, and Vectors. Responsible for Freedom Dictaphone recording operations involving: recorder installation, connecting Call-Center agents, adds, moves, and changes, upgrades, and repair of recording equipment. Responsible for Call Management System involving: adding/deleting agents, creating new agent groups and members, assigning skill sets and access rights for Call-Center agents. Administration of Unix / Linux servers and scripting.

City of Richmond

FRG was responsible for the setup, administration, security and maintenance of both Linux, Unix, and Wintel Internet servers supporting City of Richmond applications and websites. System engineer supporting HP – UX, SUSE Enterprise systems and Windows 2003 systems. IIS and support of .NET Internet applications “in house” applications. Interfaced with end – users and senior executives to resolve problems and improve the productivity, efficiency and quality of the City of Richmond’s IT infrastructure. Support of the City of Richmond’s WSS 3.0 and 2007 SharePoint Farm. Moved all FTP services for the city to a feasible outsourced web solution.

Administered the City of Richmond’s Omni back /HP Data protector backup and recovery operations. Administered the City of Richmond’s IBM Virtual Tape Libraries. Support of High availability 24/7 production systems ( IBM SAN, Mainframe Z/OS, EMC DMX) Design of new backup system (Backup to Disk/Archive to Tape) which involved evaluating and being trained on solutions from EMC, Symantec, Hitachi, Netapp, and Overland. Support of Bind DNS servers.

Support of Dell servers as well as Cisco GSS and CSS equipment. Assisted security officers in testing and evaluation of new application and network scanners for PCI compliance. Support of VM ware ESX3 environment. Conversion of old servers to new VM’s .Performance monitoring.

Configured and administered Webtrends reporting system for the City of Richmond. Design and performance monitoring of various systems ( Windows 2K3, HP – UX, Z OS, AIX, AS400, and SharePoint server farms) Created new VM instances for existing LINUX VARIANTS Microsoft-based systems. VMotion configuration and the implemntation of the monitoring plan for all systems (Splunk, Nagios, HP Openview)

 

Dept of Medical Assistance and Services

The services of FRG were required to assist The Department of Medical Assistance Services (DMAS) in partnership with the Virginia Department of Health (VDH), Department of General Services’ Division of Consolidated Lab Services (DCLS), and the Virginia Information Technology Agency (VITA) with developing and implementing project solutions in support of the Medicaid Information Technology Architecture (MITA) Care Management business process. Ford Resource Group, was responsible for providing Project Management oversight over two (2) of the following mission critical projects: Death Reporting Service and Birth Reporting Service (G6).

 

In conjunction with the two projects mentioned above, FRG provided the architect and developers for the Orion Rhapsody data integration project which is used for/by DCLS and VDH to facilitate the accurate and secure exchange of electronic data using transport protocols such as HTTPS and SFTP. The technology is service-oriented architecture (SOA) which is the underlying structure supporting communications between services. SOA defines how two computing entities, such as programs, interact in such a way as to enable one entity to perform a unit

 

FRG subject matter experts (application architects) for DMAS established a Rhapsody data integration engine for laboratory service/interface serving DCLS, VDH and information exchange partners via the Enterprise Service Bus (ESB) to support transactions between DCLS and VDH. The service/interface required use of HITSAC endorsed messaging standards. The Rhapsody data integration project included a total of six different interfaces to transfer secure data among the many agencies impacted in the Commonwealth of VA. This project was just completed in February 2015.

 

City of Richmond Unix and Systems Administration

Build, maintain, and troubleshoot all Servers which reside on a UNIX / Linux / AIX Platform; Build, maintain, and troubleshoot all UNIX / Linux Virtual Servers;

Serve as a technical expert in situations where the customers seek server platform and Operating System guidance and expertise; Collaborated and supported the internal and external customers and resources for the City of Richmond in order to provide technical support; Contributed and supported multiple concurrent projects within storage platforms, server environments and hardware configurations and design; Install, configure, and troubleshoot all applications both new and legacy; provide project management serves for various projects within infrastructure. Develop supporting systems documentation based on size and nature of work and for each project and technical service, provide support on new a ticketing system which houses all task and project work;

 

City of Richmond Application Development

City Of Richmond implemented new financial system to replace the legacy billing system with Service Oriented Architecture. They implemented a new financial system for their financial processing. The new Financial System needed to support the other department systems to process bill and payments. This new financial system reduced dependency from the legacy system (mainframe) which is now based on a service oriented system or Web based application.

 

FRG provided the application developers on this project to identify and gather requirements for this application and the architectural development, created the design document and system integration architecture document using MS Visio (Seven different technologies involved) for this application. Created the Process flow document for departments and public utilities and finance based on the requirement and technology integration.   Created system architecture module, Data flow between Vendor application, web service, SQL Server, Oracle, UNIX and mainframe.

Created a proof of concept for the functionality of whole architecture. Involved in writing pseudo code for other team members. Designed class structure using ASP.NET 2008 and its architectural coordination between applications. Fully involved in coding (Test Driven and agile coding with 10 iteration) for automated settlement. Created console application which uses WCF (framework 3.5), SQL, ORACLE, XML and several Webservice to do automated settlement and provide real time information to the users based on the activity. Fully involved in writing procedure, trigger, ref-cursor, function in Oracle and SQL to provide data to Webservice and all other application based on business requirement. Master page with grid view, style sheet, client site JavaScript validation. Created a web application using common CSS styles Master page with grid view, style sheet, client side JavaScript validation. Created Web application (Asp.net) based on Ajax to control automated settlement as per user requirement.   Fully involved with the QA and Production Team for Testing and deployed applications to the production server.

Developed the business process flow using use cases, Sequence Diagrams, Class Diagrams and Database Diagram using MS Visio. Used Sql Navigator and UNIX for Oracle PL\SQL and Microsoft SQLServer management tool. Created test cases for UAT and unit testing.

Involved in unit testing, UAT and migration to the application.

 

Virginia Dept of Transportation PeopleSoft Implementation

FRG supports the Commonwealth of Virginia Cardinal Financial System being replaced with PeopleSoft. We have supported the project for the past four years by providing subject matter experts with 15+ years of experience in General Ledger, Accounts Payable, Accounts Receivable, Inventory, Fixed Assets, HR and Payroll. The Consultants provide consultation support for the new PeopleSoft financial system with a special focus on the General Ledger, Project Costing, Contracts, Billing and Accounts Receivable modules for the past four years.

Serve as a key representatives for the analysis of the PeopleSoft Implementation.

Complete reports, interface, conversion, workflow and extension design documents for the financial management system. Complete configuration design documents for the financial management system. Conduct functional and/or technical design reviews for project deliverables.

Ensure business requirements are correctly interpreted and adequately addressed by the software solution. Prepare documentation necessary for project development. Produce project administration documentation (status reports, timesheets, work plan updates, etc.) according to project guidelines such that project management has an accurate and timely representation of project schedule, budget status, issues, etc.  Provide post-production support to Phase I and Phase II of the project by testing modifications and changes to reports (Crystal, NVision, and SQRs)

Serves as the back-up to the various PeopleSoft Team Leads and the Cardinal Help Desk Team Lead.

 

VITA and SecurityMatters Systems and Security Administration

FRG provides Network/ Systems Engineering and Administration to various clients and State agencies on a project basis. The Engineers provide the following services across the Commonwealth of Virginia in the private and public sectors.

Commonwealth of Virginia – IT Security Assessment, Risk Management and IV&V

FRG has served the Commonwealth of Virginia for over 10 years performing IT and Security vulnerability assessment including direct input to COOP and DRP and service interruption mitigation for the Virginia Department of Transportation, Virginia Department of Conservation and Recreation and Virginia Department of Education, VDOT among others. Interview top executives, stakeholders and senior staff to build a matrix of hardware and software interdependence enabling them to plan to survive disaster events from very minor to total systems failure. Developed work around strategy and validate feasibility with both security staff and IT resources. Perform inspections of delivered software projects to assure security and project management procedures and policies are followed for the $25M+ project was delivered on time, within budget and with the needed features. Interacted with multiple divisions and departments as well as two vendors to assure all goals were met within security compliance. Review Risk Assessments and Site Validations to determine appropriate levels of acceptable risk associated with findings regarding Third Party Vendors. Make recommendations to internal bank departments and third party vendors on how be to either remediate or mitigate those finding within risk appetite.   Consulted with Capital One Manager, Directors, Senior Directors and the CISO to help them understand possible risks, and plan mitigation strategies. Drafted responses to mitigation plans and conduct meetings with customer organizations and vendors to plan and implement risk remediation strategy. Performed Risk Assessments and audits, drafted Risk Assessment and Site Validation questionnaires and developed models to effectively evaluate appropriate levels of risk associated with various lines of business. Negotiated acceptable levels of risk with senior IT, HR and Security Managers to establish test cases used to verify risk for over 1400 vendors located worldwide. Reviewed and approved Applications and Vendor Waivers of Security Practices to stay within established FDIC, FED, and Consumer Protection laws. Served as subject matter expert for the IT Operational and Applications Development Risk Planning Committee and the Offshore Governance Committee. Strong understanding of financial institution mandated laws, rules, regulations, processes and standards. Validated hardware, software, architectural and structural features. Assisted in consolidation of IA for vendors which were gained as a part of mergers and acquisitions.
